الياسري تطرح انقلابا على نظام الحكم: رئيس ينتخبه الشعب بصلاحيات أعلى من البرلمان
بغداد اليوم – بغداد طرحت وزيرة الاتصالات السابقة والنائبة الحالية هيام الياسري، اليوم الاثنين (14 أيلول 2026)، مقترحا لتغيير نظام الحكم في العراق من البرلماني إلى شبه الرئاسي، داعية القوى السياسية إلى الإسراع بإجراء هذا التغيير، فيما كشفت عن إعداد مسودة ودراسات بالتعاون مع خبراء دستوريين. وقالت الياسري خلال حوار متلفز، تابعته “بغداد اليوم”، إن “على السياسيين أن يتلاحكوا العراق وأنفسهم بتغيير نظام الحكم”، معتبرة أن البرلمان تحول إلى ساحة للمحاصصة، الأمر الذي يقيد رئيس الوزراء ويحد من قدرته على إدارة الدولة. وأضافت أن رئيس هيئة الحشد الشعبي فالح الفياض أيد، بحسب قولها، فكرة تغيير النظام، مبينة أنه “قال نتمنى أن يتغير الوضع في العراق ونؤيد الفكرة التي طرحتها”. وأوضحت الياسري أن الدراسات التي أعدتها بالتعاون مع خبراء دستوريين تهدف إلى الانتقال نحو نظام شبه رئاسي، ينتخب فيه الشعب رئيس الجمهورية بصورة مباشرة، مع منحه صلاحيات واسعة، إلى جانب الإبقاء على البرلمان. وذكرت أن “النظام الرئاسي يصنع دكتاتورا، لكن شبه الرئاسي يضمن وجود برلمان، مع منح الرئيس اليد المطلقة وانتخابه من الشعب مباشرة”، مشيرة إلى أن المقترح يتضمن أن تكون للرئيس “الفوقية على البرلمان” ولمدة محددة غير قابلة للتجديد. وانتقدت الياسري طبيعة توزيع الصلاحيات في النظام الحالي، قائلة إن منصب رئيس الجمهورية أصبح “فخريا”، فيما وصفَت رئيس الوزراء بأنه “مكبل”، بسبب ما اعتبرته فرضا لنواب عليه والتدخل في اختيار وزرائه. وأكدت أن مسودة التغيير ما تزال بحاجة إلى الكثير من العمل، في ظل طرحها كأحد الخيارات لإعادة تنظيم شكل النظام السياسي وتوزيع الصلاحيات بين مؤسسات الدولة.

إيران تعول على إقامة "منطقة حرة" مع العراق لتجاوز الحصار
بغداد اليوم - بغداد أعلنت صحيفة الفاينانشال تريبيون في تقرير نشرته اليوم (الاثنين 14 أيلول)، ان السلطات الإيرانية تعول الان على إقامة "منطقة تجارية حرة" مع العراق لتجاوز التبعات الاقتصادية للحصار الأمريكي. وقالت الصحيفة بحسب ما ترجمت "بغداد اليوم"، ان السلطات الإيرانية في نقاش مستمر مع بغداد لإقامة "منطقة تجارية حرة في مهران من خلال معبر زرباطية بهدف تجاوز تبعات الحصار الأمريكي والسماح للبضائع والسلع بالتنقل الحر خارج العقوبات". يشار الى ان المبادرة وقعت بين البلدين عام 2021، وتهدف الى إقامة مناطق اقتصادية مشتركة بين البلدين تتضمن نحو 470 محطة انتاج وخدمة متنوعة مختلفة الاختصاصات، حيث ما تزال المبادرة بحاجة الى اتفاق حول بعض النقاط القانونية بحسب الصحيفة.
