بغداد اليوم – بغداد أكد عضو لجنة الأمن والدفاع النيابية السابق عباس سروط، اليوم الأحد ( 31 أيار 2026 )، أن ملف حصر السلاح في البيئات العشائرية يُعد من أكثر الملفات الأمنية تعقيدا وحساسية، مشيرا إلى ثلاث خطوات أساسية يمكن أن تمهد لتحقيق تقدم ملموس في هذا المسار دون التسبب بصدامات أو توترات أمنية. وقال سروط في حديث لـ"بغداد اليوم"، إن البعد العشائري في المحافظات يتطلب تعاطيا مختلفا مع قضية السلاح، لكونها ليست ظاهرة مستحدثة أو مرتبطة بظروف مؤقتة، بل تمثل جزءاً من واقع اجتماعي متجذر في العديد من مناطق الأرياف والبيئات العشائرية. وأوضح أن حصر السلاح في تلك المناطق يواجه تحديات كبيرة بسبب طبيعة المجتمع العشائري وتعقيدات الجغرافيا المحلية، محذراً من أن أي إجراءات غير مدروسة أو تفتقر إلى التوافق قد تقود إلى نتائج عكسية أو صدامات خطيرة. وأشار إلى أن الخطوة الأولى تتمثل في تشديد الإجراءات الأمنية لمنع مظاهر الاستعراض بالسلاح واستخدامه في النزاعات أو المناسبات الاجتماعية، بما يسهم في تعزيز الاستقرار والحد من مظاهر عسكرة الأرياف. وأضاف أن الخطوة الثانية تكمن في بناء جسور التواصل مع شيوخ العشائر والقيادات المجتمعية، بهدف ترسيخ قناعة بأن حصر السلاح، ولا سيما المتوسط والثقيل منه، يمثل ضرورة لحماية الأمن المجتمعي وتعزيز سلطة الدولة. أما الخطوة الثالثة، بحسب سروط، فتتمثل في توسيع العمل ببرنامج ترخيص السلاح المعتمد من قبل وزارة الداخلية، بما يوفر إطاراً قانونياً واضحاً ومنظماً لحيازة السلاح الفردي ويحد من انتشاره خارج الضوابط الرسمية. وبيّن أن التعامل مع ملف السلاح داخل المدن يختلف عن الأرياف، إذ إن البيئة العشائرية ما زالت تنظر إلى السلاح بوصفه وسيلة للحماية ومواجهة التحديات المختلفة، الأمر الذي يتطلب اعتماد سياسة مرنة ومتدرجة تراعي الخصوصيات الاجتماعية والثقافية. وختم سروط حديثه بالتأكيد على أهمية دعم مسار ترخيص السلاح والتعامل الإيجابي مع المجتمعات العشائرية، خاصة فيما يتعلق بالأسلحة المتوسطة والثقيلة، بما يحقق التوازن بين متطلبات الأمن والحفاظ على الاستقرار المجتمعي. ويمثل ملف حصر ال
