الأمن النيابية تنجز مسودة التعديل الثاني لقانون خدمة وتقاعد قوى الأمن الداخلي
بغداد اليوم -بغداد أعلنت لجنة الأمن والدفاع النيابية، اليوم الثلاثاء ( 21 تموز 2026 )، إكمال مسودة التعديل الثاني لقانون الخدمة والتقاعد لقوى الأمن الداخلي، متضمنة حزمة من التعديلات التي تستهدف تنظيم الخدمة وتعزيز الحقوق الوظيفية والمالية لمنتسبي وزارة الداخلية. وتضمنت المسودة تخفيض سن التقاعد الاختياري للضباط والمراتب إلى 40 عاماً بدلاً من 45 عاماً، شريطة إكمال خدمة فعلية لا تقل عن 15 سنة، إلى جانب إلغاء دائرة الآمرة وإنهاء العمل بإحالة الضباط إليها. كما نصت التعديلات على إضافة مخصصات الأرزاق إلى الراتب الاسمي، وتثبيت احتساب الشهادات العليا قدماً وظيفياً، بواقع سنتين لحملة الدكتوراه وسنة واحدة لحملة الماجستير، وفقاً لما ورد في أصل القانون. وشملت المسودة تثبيت مدة تمديد الخدمة بسنة واحدة فقط، وتنظيم شروط ترقية الضباط عبر قانون أو نظام يقترحه وزير الداخلية ويصادق عليه القائد العام للقوات المسلحة، مع إلغاء شرط المنصب في الترقية. وفي جانب الامتيازات، تضمنت التعديلات معاملة العاملين بصفة عقد في وزارة الداخلية معاملة المنتسب على الملاك الدائم في حال الاستشهاد، ومنح المنتسب الشهيد أو الجريح بعجز كلي رتبة ملازم، فضلاً عن ترقية الجريح الذي تبلغ نسبة العجز لديه 50% فأكثر إلى رتبة أعلى. كما نصت المسودة على استبدال مصطلح "رجل الشرطة" أينما ورد في القانون بمصطلح "المنتسب"، ليشمل الضباط والمراتب، واعتماد وصف "الموظف المدني" في المواضع التي ينطبق عليها القانون. ومن المقرر أن تُعرض مسودة التعديل على مجلس النواب لاستكمال الإجراءات التشريعية وإقرارها وفق السياقات القانونية.
