بغداد اليوم – بغداد حدد النائب السابق، عارف الحمامي، اليوم السبت ( 4 تموز 2026 )، أبرز الأسباب التي تؤدي إلى تفاقم ملف المشاريع الحكومية المتلكئة، فيما أشار إلى أن هذا التلكؤ يضاعف الكلف بمعدلات مرتفعة ويزيد من معاناة المواطنين. وقال الحمامي لـ"بغداد اليوم"، إن “هناك إحصائيات متباينة بشأن عدد المشاريع الحكومية المتلكئة في عموم القطاعات الخدمية الرئيسة، وهذا الملف لا يقتصر على جغرافية محددة بل يشمل جميع المحافظات”، مبيناً أن “بعض هذه المشاريع استراتيجي وكلفته تصل إلى عشرات أو مئات المليارات، ولاسيما مشاريع البنى التحتية المتعلقة بالخدمات الأساسية مثل المجاري والكهرباء والطرق والجسور”. وأضاف أن “تلكؤ المشاريع يعود إلى أسباب متعددة، أبرزها الفساد والتقاطعات والأزمات الاقتصادية”، لافتاً إلى أن “تأخر تنفيذها لسنوات يؤدي إلى زيادة كلفها بشكل كبير نتيجة تلف المواد الأولية وارتفاع أسعار المواد المستوردة، ما يضيف أعباء إضافية على الموازنة العامة”. وأكد الحمامي أن “المشاريع المتلكئة تشكل عبئاً ثقيلاً على الموازنة كون قيمتها تزداد مع مرور الوقت”، مشددا على “ضرورة إعادة النظر بآلية إحالة المشاريع، وإسنادها إلى شركات رصينة ذات خبرة، واعتماد آليات جديدة في التنفيذ بعيداً عن الشركات الضعيفة أو غير المؤهلة”. ودعا إلى “محاسبة الشركات التي لا تلتزم بالمواصفات الفنية والتوقيتات الزمنية المحددة”، مؤكدا أن “ملف المشاريع المتلكئة يجب حسمه بشكل نهائي، ومنع استمرار هذا التراكم الذي يرهق الدولة ويزيد من الكلف دون جدوى”.
