بغداد اليوم - بغداد حذر الخبير الاقتصادي زياد الهاشمي، اليوم الاثنين ( 16 حزيران 2026 )، من استمرار الاعتماد على آلية خصم حوالات الخزينة بوصفها وسيلة لتمويل العجز المالي الحكومي، معتبرا أنها تحولت من أداة مالية مؤقتة لمعالجة الأزمات إلى وسيلة تساهم في تأجيل الإصلاحات الاقتصادية وإدامة الهدر والفساد المالي. وقال الهاشمي في إيضاح تابعته "بغداد اليوم"، إن حوالات الخزينة المخصومة تمثل في الأصل إجراء ماليا معمولا به في العديد من دول العالم لتوفير السيولة عند الحاجة، إلا أن استخدامها في العراق أصبح متكررا بصورة تثير المخاوف بشأن انعكاساته على الاستقرار المالي والإصلاح الاقتصادي. وأوضح أن وزارة المالية تلجأ إلى إصدار حوالات خزينة للحصول على السيولة اللازمة لتمويل الرواتب والنفقات العامة عند تراجع الإيرادات، لاسيما الإيرادات النفطية، حيث تقوم بعض المصارف بشراء هذه الحوالات قبل أن تنتقل ملكيتها إلى البنك المركزي الذي يتولى تسديد قيمتها. وأضاف أن الحكومات العراقية اعتادت خلال فترات ارتفاع أسعار النفط وزيادة الإيرادات على توسيع الإنفاق العام والتعيينات دون بناء معالجات مستدامة للاختلالات المالية،
