البرلمان يناقش منح الموظف إجازة طويلة ويستكمل قراءة قانون الملكية الفكرية
بغداد اليوم – بغداد أنهى مجلس النواب، اليوم الأربعاء (23 أيلول 2026)، القراءة والمناقشة لثلاثة قوانين، بينها مقترح قانون منح الموظف إجازة اعتيادية طويلة، فيما استكمل القراءة الأولى لمشروع قانون الملكية الفكرية. وذكرت الدائرة الإعلامية للمجلس في بيان تلقته "بغداد اليوم"، أن جلسة البرلمان الـ21 عقدت برئاسة رئيس مجلس النواب هيبت الحلبوسي، وبحضور 242 نائبا، وشهدت القراءة الأولى لمقترح قانون المختبريين الطبية العراقية، الذي يهدف إلى تنظيم مهنة المختبريين الطبيين، ورفع مستواهم العلمي والمهني، وتحديد شروط منح إجازة ممارسة المهنة. كما أكمل المجلس قراءة تقرير ومناقشة مقترح قانون منح الموظف إجازة اعتيادية طويلة، حيث تركزت مداخلات النواب على احتساب مدة الإجازة ضمن الخدمة لأغراض العلاوة والترفيع، واحتساب نسبة 100 بالمئة من الراتب الاسمي، وتحديد مدة الخدمة الفعلية المطلوبة للاستفادة من القانون، فضلا عن تنظيم عمل الموظف في القطاع الخاص خلال فترة الإجازة. وطالب نواب بشمول موظفي إقليم كردستان بالقانون، وتوضيح الآثار المترتبة على قطع الإجازة قبل انتهاء نصف مدتها، إلى جانب بحث إمكانية إكمال الموظف دراسته خلال فترة تمتعه بالإجازة. وفي السياق، استكمل المجلس القراءة الأولى لمشروع قانون الملكية الفكرية، الهادف إلى مواكبة التطورات في مجال حماية حقوق الملكية الفكرية والمبدعين، والحد من التعدي والمنافسة غير المشروعة، فضلا عن استحداث مركز يتولى إدارة حقوق الملكية الفكرية وتنظيم مواردها المالية. وأرجأ المجلس قراءة تقرير الأمر النيابي رقم (63) لسنة 2026 بشأن التحقيق في أسباب تلوث مياه نهر دجلة والجهات المتسببة فيه والإجراءات المتخذة للحد من آثاره. هذا، ورفع مجلس النواب جلسته إلى يوم غد الخميس.
