الكمارك توضح بشأن الرسوم على الأدوية والفيتامينات والمكملات الغذائية
بغداد اليوم – بغداد أكدت الهيئة العامة للكمارك، اليوم الجمعة (18 أيلول 2026)، أن تصنيف السلع والبضائع وتحديد البنود والرموز المنسقة والنسب الكمركية المستحقة عليها، يعد من اختصاصها الحصري، وفق جداول التعريفة الكمركية والقرارات والتعليمات النافذة. وأوضحت الهيئة، في بيان تلقته "بغداد اليوم"، أن خضوع أي مادة للفحص أو حصولها على موافقات من وزارة الصحة لا يعني بالضرورة تصنيفها كمادة دوائية، مبينة أن الفحوصات والموافقات الصحية تمثل متطلبات قطاعية، فيما يبقى تحديد التصنيف والبند والنسبة الكمركية من اختصاص الهيئة العامة للكمارك. وأضافت أن الأدوية المصنفة أصوليا ضمن البنود الدوائية تخضع للرسم الكمركي المقرر لها والبالغ 0.5%، بينما لا تعامل الفيتامينات والمكملات الغذائية تلقائيا معاملة الأدوية، وإنما تصنف وفقا لطبيعتها وتركيبتها ووصفها الفني والرمز المنسق المنطبق عليها، وبحسب التصنيف تخضع لنسب كمركية تبلغ 5% أو 10%. وشددت الهيئة على أن التصنيف الكمركي لا يحدد بمجرد اسم المنتج أو الجهة التي قامت بفحصه أو منحت الموافقة عليه، وإنما وفقا لأحكام التعريفة الكمركية والرمز المنسق والوصف الفني للسلعة. ودعت الهيئة العامة للكمارك المستوردين وأصحاب المذاخر والصيدليات ووسائل الإعلام إلى توخي الدقة في تداول المعلومات المتعلقة بالإجراءات والتعرفة الكمركية، والاعتماد على المصادر الرسمية للهيئة لتجنب تداول معلومات غير موثقة قد تسبب إرباكا للرأي العام والقطاع التجاري.
