النزاهة تسترد من الإمارات مداناً هارباً بأربعة أحكام لاختلاسه أكثر من مليار دينار
بغداد اليوم - بغداد أعلنت هيئة النزاهة الاتحاديَّة، اليوم الأربعاء (16 أيلول 2026)، استرداد مدان هارب من دولة الإمارات العربيَّة المتحدة، مطلوب للهيئة بموجب أربعة أحكام قضائيَّة؛ لإقدامه على اختلاس مبالغ ماليَّة تزيد قيمتها على مليار وواحد وثلاثين مليون دينار عراقي من دائرة مسجل الشركات التابعة لوزارة التجارة. وأوضحت الهيئة في بيان تلقته "بغداد اليوم"، أنَّ المدان (محمد عصمت محمد سعيد) أقدم، خلال مدة عمله أمين صندوق في دائرة مسجل الشركات، على اختلاس المبالغ الماليَّة عن طريق التلاعب بوصولات القبض والإيرادات وتدوين مبالغ خلافاً للحقيقة، والاستيلاء على الفروقات الماليَّة، مستغلاً وظيفته في ارتكاب تلك الأفعال. وتابعت إنَّ دائرة الاسترداد سبق أن نظَّمت أربعة ملفات استرداد أُرسلت إلى دولة الإمارات العربيَّة المتحدة، فيما أثمرت المتابعات والإجراءات والتنسيق مع الجهات الداخليَّة والخارجيَّة المعنيَّة عن صدور نشرة دوليَّة حمراء وإذاعة بحث بحق المدان، وإلقاء القبض عليه، ومن ثم استرداده إلى العراق؛ لاتخاذ الإجراءات القانونيَّة بحقه. وبيَّنت الهيئة أنَّ الأدلة المتحصلة في القضايا تمثَّلت بـأقوال الممثل القانوني لوزارة التجارة والممثل القانوني لدائرة مسجل الشركات وشهادات الشهود، فضلاً عن نتائج التحقيق الإداري الذي أجري بحقه وقرينة هروب المدان، لافتةً إلى أنَّ المحكمة وجدتها أدلةً كافيةً ومقنعةً لإدانته عن جرائم اختلاس المال العام. وأضافت إنَّ المحاكم المختصَّة سبق أن أصدرت بحق المدان أربعة أحكام غيابيَّة؛ استناداً إلى أحكام المادة (٣١٥) من قانون العقوبات العراقي رقم (١١١ لسنة ١٩٦٩) المعدَّل، فيما تضمَّنت الأحكام، فضلاً عن عقوبات السجن التي بلغ مجموعها (٥٥) سنة، حجز أمواله المنقولة وغير المنقولة، والاحتفاظ للجهة المتضررة بحق المطالبة بالتعويض أمام المحاكم المدنيَّة بعد اكتساب الأحكام الدرجة القطعيَّة. وأكَّدت الهيئة أنَّ عملية الاسترداد جاءت ثمرةً لاستمرار الملاحقة الدوليَّة والمُتابعة الدوريَّة مع الجهات المعنيَّة، لاسيما مُديريَّة الشرطة العربيَّة والدوليَّة في وزارة الداخليَّة وا

بغداد اليوم - بغداد طالب النائب عبدالله حامد الخيكاني، اليوم الأربعاء (16 أيلول 2026)، بفتح عدد من ملفات الفساد والتحقيق فيها، بما في ذلك ملفات وزارة النقل، وقضية نور زهير، ومشاريع وزارتي الصناعة والتخطيط، فضلا عن ملف مصافي النفط وصندوق إعمار المناطق المحررة. وقال الخيكاني، في تدوينة تابعتها “بغداد اليوم”، موجها حديثه إلى النائبة مهى العلواني: “أنا معك لفتح كل الملفات، بما فيها ملف وزارة النقل، ونطالب القضاء المحترم بفتح ملف نور زهير بشكل كامل وبيان المتهمين ومن يقف وراء مدير عام الضرائب الذي حصلت على يده الصفقة”. وأضاف: “حسب علمنا، فإن كل المدراء العامين آنذاك كانوا ينتمون إلى تقدم”، مطالبا بالكشف عن تفاصيل المسؤوليات والجهات المرتبطة بهذه الملفات. كما دعا الخيكاني رئيس الوزراء إلى فتح “كل ملفات الفساد” في وزارتي الصناعة والتخطيط، والتحقيق في مبالغ المكون التي قال إنها “أكثر بكثير من قيمة المشروع”، إلى جانب مراجعة مشاريع صندوق إعمار المناطق المحررة وما وصفها بـ”المشاريع الوهمية”. وتطرق الخيكاني كذلك إلى ملف مصافي النفط، مطالبا بفتح التحقيق بشأن ما قال إنه “تورط لحزب تقدم” في هذا الملف، وإعادة الأموال التي أشار إلى أنها مهدورة وتقدر بـ”عشرات الترليونات من الدنانير”. وفي سياق متصل، أشار الخيكاني إلى قضية المدير العام السابق في وزارة الكهرباء علاء سمير، قائلا إن ملفه يتضمن أحكاما بقضايا فساد مرتبطة بمشاريع وصفها بالوهمية، وقد تتجاوز مبالغها عدة ترليونات من الدنانير، مضيفا أن انتماءه إلى تنظيمات حزب تقدم “ليس خافيا". تأتي تصريحات الخيكاني في إطار مطالبات نيابية بفتح ومراجعة عدد من ملفات الفساد والعقود والمشاريع الحكومية، فيما تبقى الاتهامات الواردة على لسان النائب بحاجة إلى إجراءات وتحقيقات قضائية رسمية لإثبات المسؤوليات وتحديد المتهمين والأموال محل التجاوز.
